(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2024
NOTICE IS HEREBY GIVEN that Lancashire County Council have made an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.
1. No person shall cause any motor vehicle to proceed over that length of Elker Lane, Billington, from its junction with Whalley Road to its junction with Pashmire Brow, Billington.
2. Nothing in this order shall apply to persons engaged in the carrying out of the works.
3. The Order will be in force from daily from 0800 hours until 1800 hours on Monday the 13th of May 2024 to Friday the 7th of June 2024, or until completion of the works within this period. The prohibitions will only be operative when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.
4. An alternative route for vehicular traffic affected by the closure is via:-
Whalley Road – Whalley Bypass – Longsight Road – Northcote Road – Old Langho Road – Pashmire Brow And vice versa.
5. Vehicular access for residents will be maintained whenever and wherever possible. Emergency and pedestrian access will be maintained.
The temporary prohibition is necessary to allow surface dressing works to be carried out.

(TEMPORARY AMENDMENT) ORDER 2024
The Lancashire County Council (“the County Council”) in exercise of its powers under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, (the Act), and of all other enabling powers, HEREBY makes the following Order: -
The Lancashire County Council (ELKER LANE, BILLINGTON, RIBBLE VALLEY)(Temporary Prohibition Of Through Traffic) Order 2024, is hereby temporarily Amended in that:
i. To amend Article 3 as follows:
3. The Order will be in force from daily from 0800 hours until 1800 hours on
Monday the 13th of May 2024 to Wednesday the 26th of June 2024, or until completion of the works within this period. The prohibitions will only be operative when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.
This Temporary Amendment Order shall come into operation on 6th June 2024 and may be cited as “The Lancashire County Council (ELKER LANE, BILLINGTON, RIBBLE VALLEY) (Temporary Prohibition Of Through Traffic) Order 2024 (Temporary Amendment) Order 2024”
