In November 2002 the Parish Council applied to the Countryside Agency (CA) for funding to prepare a Parish Plan under the CA’s Vital Villages Scheme.
The application was successful and the Whalley Action Group (WAG) agreed to produce the plan on behalf of the Parish Council. Further funding for the work was provided by the Parish Council and Ribble Valley Borough council.
The Vital Villages scheme was set up to help small rural communities take stock of their village, identify what is needed to revitalise it, ensure local people have a voice in their future, provide support to enable each village to make its own decisions and to implement some of the improvements needed.
A Parish Plan is a statement which reflects the views of the community on how the village should develop over the next few years. It should :-
1) represent the views of all sections of the community
2) identify which features and local characteristics people value
3) identify local problems and opportunities
4) spell out how residents want the community to develop in the future
5) prepare a plan of action to achieve this vision
WAG had been formed in December 2001 following the publication of the Village Appraisal Report 2001. This report contained an analysis of the responses to questionnaires circulated to local residents and businesses in the village and its purpose was to identify issues of concern. WAG was formed to address these issues.
The Appraisal Report was used as a starting point for the production of the Parish Plan, and many of the issues raised in it were reiterated during further consultation in 2003/4. WAG also had the benefit of the findings of a report produced by the Whalley Car Park Steering Group in 2001.
A well attended public meeting was held in June 2003 to explain the reason for preparing the Parish Plan and to invite participation from as many residents as possible in taking the Parish Plan forward. The meeting also included an interactive session where residents were encouraged to make their concerns known regarding the village. Following this a small group of volunteers met regularly to prepare the Parish Plan and arrange further consultations with interested parties and individuals. WAG conducted face-to-face Focus Group meetings with different groups and organisations in the village, carried out a pedestrian survey in the centre of the village and held many meetings with the Principal Authorities such as LCC and RVBC. It was gratifying to be able to successfully resolve at least some of the issues raised during the consultation process, although others require further follow up action. These issues are listed in the Parish Plan under "Achievements to Date" and "Recommended Actions" respectively.
